(Article published in the “Rail Sainik” R P F Newsletter and Magazine,1993) INTELLIGENCE | Intelligence is the back bone of the administrative decision. It should not mislead or misguide. Be quick and prompt in reporting matters to superiors. |
NOTE | Note that you are being treated as the eyes and ears of the administrative net work. Do not note matters etc. at the meetings, or on the spot or before your Source. |
TIME | Time is precious in Intelligence matters and reports. Do not loose a single minute. Be tactful in dealing with people. Let him not know that you are actually enquiring about the subject. |
ENRICH | Enrich your general knowledge about matters that may affect the organization and about day-to-day political changes. Also about target individuals, habits, activities, etc. |
LINK | Link always the previous papers, matters and other references to save time of the superiors, that too in a proper way. |
LEARN | Learn to know more about men, materials, rules, activities and habits of all concerned. |
IMPROVE | Improve your basic knowledge on Intelligence net work in and around you and also improve writing power. |
GENERAL | Generally keep your self in touch with all matters and men and happenings. Note and remember. |
ENQUIRE | Enquire and interrogate on 6 Ws and 1 H, When, Where, Why, Who, Whom, Which, and How. |
NOURISH | Assimilate and digest the Intelligence collected through Sources, and then nourish the Intelligence net work. |
CONSULT & CONTACT | Consult and compare your source information with your counterpart on very important matters, and also cross check. Contacts are back bone to Intelligence; keep it up with your sources. Always try to develop counter-intelligence system. |
ENSURE | Ensure before dispatch that your Intelligence report is going only to the right person at right time. Or the entire effort may go waste and the purpose will be defeated. |
Alfred Sloan, the former Chief Executive Officer of The General Motors while dealing with management concepts remarked- ‘… I shall not tell you what to write, what to study, or what conclusions to come to. This is your task. My only instruction to you is to put down what you think is right as you see it. Do not worry about our reaction, and do not concern yourself with the compromises that might be needed to make your recommendations acceptable. There is not one executive in this company who does not know how to make every singly conceivable compromise without any help from you. But, he cannot make the right compromise unless you first tell him what right is….’
For running an organization or an establishment administration shall have to depend on various aspects which shall include the Intelligence System. It should equip it, keep it under its control and administration and create a self contained Intelligence Net Work system of its own.
