· IN WHOSE HAND S THE SAFE TY AND SECURTIY OF THE PASSENGER’S OVER INDIAN RAILWAYS STAND???
In the present computerized generation system, it is a well established phenomenon that at any palace, or place, or for any matter, as we submit the query, comment or the criticism, a well designed computer, within seconds automatically evaluate the answer and the grading too and that is all, you get the reply without further query and the matter is treated as closed once for all. Seldom there may be a response form the Editors or from the administrative machinery for which one should always feel free to express and convey the thoughts and what not?
· What actually one to mean and think about the consumer protection and how this connected with the rail-passengers over the Indian Railway’s System?
· Is it not the duty cast on the government, or in fact the Indian Railways to safeguard the interests of their passengers;
· Will it not come under the purview of Consumer Protection;
· Will every person feel and adjust that some graded and defined matters of the goods and the products or of that sort shall only be the matters within the encircled phenomenon of consumer protection;
· Why all confine their minds and the thoughts, process, only toward some settled matters or wait for the Apex Court to express its views and then to follow the lines;
Now, think of the Generation Gap and try to enlarge the master minds process of refining and redefining the safety and security of the rail passengers which may encompass the matters under consumer protection.
Expand the matters of sabotage or/ and other type’s of acts and the results of its impact on the human beings, the government, and on the public and private properties;
· Who are all responsible for its non-visualization in advance through Intelligence System;
· Why there shall be such activities on the Indian Railways at all? Who is going to pin point the fault and express proper remedies to tackle and solve the problem at its bud itself?
· Why there are such delays and ‘after attack investigations’?
Within no time of the incident, like train accidents or of that sort,
· send some type of sympathetic words;
· take on the spot decision for making orders- (without further process of its implementation, even if it materialized, when and after how many years?);
· VIPs/VVIPS visits;
· announcement for payment of ex gratia to the victimized family members;
· or/ in addition offer some type of compensatory appointments; and
· Finally condemn with one voice by deploring the activists as a tame work or cowardice activity, etc, etc,
That is all, every body is busy with other routine works of their own.
· To keep the sequence and to find out the reasons, there shall be another mode, to appoint a Fact Finding Inquiry or entrust the matter to the CBI for probe, they shall submit a report and then what is the Result.
· Who is going to be benefited and or befitted out of such Reports?
The Government or the victimized families or the activists who keep
Their eyes on such Reports run through their counter Intelligence System?
· In the mean time, or by the time the Report is submitted, studied and recommended for implementation, if not at that place, region or the zone, some other attack, incident, or accident or of such sort, squarely opposite to the first one, in yet another mode, some activation or some type of attacks may take place, who is to answer for this, or to follow???
· The Rule: 1: Boss is always correct, 2: if Boss is at wrong, and then follow Rule 3: follow Rule1 and say yes Boss. That is all.
The activists may be named as Naxalites, Terrorists, and some other type of nominated names and their hand, like the ISI or some other version but the damage and destruction has happened without anybody’s knowledge?
· For its aversion, who is to find fault with and to whom this can be attributed? To any Agency?
· The name may be different, but the innocents lives are
Lost, property whether belonging to the public or the
Government is destroyed and shall have to be rebuilt or
Repaired;
· Under whose cost the expenditure is met; that is again from the public exchequer.
· As of now , the floods and cyclonic storms are given pretty good names encompassing some localized areas( this may to remember the date and the place etc., and mark out and feed into the Computers for the generations ahead to know of the happenings, etc.);
· In future even the attacks, accidents and the sort also may be given some or the other name, but with what results? What to be achieved?
· Former Honourable President of India, in the year 2006, while presenting COLOURS to the Railway Protection Force, advised the Government to evaluate a reasonable and workable single and unified Police Force for the safety and security of the passengers over Indian Railways duly expressing his views and suggestions on the working pattern and the present system of the Indian Railways - RPF (Railway Protection Force) and that of the GRP (the Government Railway Police of the States in India).
· While the former (RPF) is under exclusive control and command of the Central Government, viz- the Ministry of Railways and non-else, the other (GRP) is run by different State Governments in their respective territories, that too District wise and also Police Circle jurisdiction wise.
· As of now, in the year 2010-2011, till date, nothing seems to have materialized, as the former Honourable President of India, thought; nothing happened so far.
· 50% of the expenditure over the Government Railway Police (GRP) on the Indian Railways System is borne by the Ministry of Railways; this in addition to accommodation, for GRP offices, and the Parade Ground,; some quota of earmarked railway quarters as per the GRP requirements; the supply of electricity and water follows; the Bills which might have been raised for realization from the State Governments may be with the Indian Railways for realizations, what results, some one has to investigate?
· May be at one or other place there might be some thing like debates, or discussion for bringing a Law on the matter, but still it is found that the matter ‘The Safety and the Security of the passengers over Indian Railways’ is dueling and dialing between the RPF and the GRP; the Intelligence system is still as it was earlier.
NOTHING SHALL BE LIKE AN ENDPAPER!
Who shall initiate the result oriented action plan;
· The Ministry of Railways, or
· The Home Ministry or
· The State Governments? And/or;
· Who shall come forward to bell the Cat, for this type of a New Security /Armed/ Police Force exclusively to work for the Indian Railways alone?
· Then, if it is so materialized by hook or cook, who shall take over the Force: A Million Dollar question?
· In whose hands the paramount and this type of sensational matter of making a single unified Indian Railways Police Force lie?
· Who shall review this without having personalized interests;
May be- Other type of matters in their mind?
· Once the RPF and GRP is MERGED AND MADE as a single Unified Indian Railway Police Force is formed, who shall deal on the matters like crime, Law and Order, and Intelligence over the Indian Railways System?
Is it not true that the above factors and the formulations with differential equations and phenomenon are all correlated, clubbed and interlocked with that of the Intelligence System over the Indian Railway’s Functionary?
· Unlike the other CPMFs- Central Para Military Forces, and the CPOs- Central Police Forces, Why the RPF alone is separated, disintegrated with other Forces, and given full pledged and exclusive authority with powers and control on the matters like selection, promotion process; etc.?
· Why the RPF is to be treated as such? Is it because, it is not a Police Force? Or
· Is it because, it is exclusively under the control and command of the Ministry of Railways?
· Why it is not brought under direct purview, control and command of the Ministry of Home Affairs like other CPMFs/CPOs, like that of CISF-Central Industrial Security Force, BSF?
· Is it not true that the expenditure met for maintenance of the entire RPF over Indian Railways and also the expenditure of 50% of the amount spent on the GRP is through the sanctioned budget of the Ministry of Railways? In turn is it not from the Public Fund?
· What does it makes a difference ( to the rail-passengers) even if the RPF is made to work under the control and command of the Ministry of Home Affairs like that of the CISF?
· What does it makes a difference (to the passengers) even if the RPF and the GRP are merged and unified to make a single and unified Indian Railways Police Force and made to work under the control and command of the Ministry of Railways?
· Just imagine and think retrospective, and prospective, with open mind and thought, for future of the Indian Railways; And of the RPF, the GRP, and the Passengers on the whole.;
· Also compare with statistical figures, of the RPF and the GRP , and that of the CISF, right from the inception to till date, staring from the ranks and the growth of the two uniformed Central Armed Forces, viz- the RPF (under the control and command of the Ministry of Railways) and the CISF (Central Industrial Security Force) under the command and control of the Ministry of Home Affairs). Where does the RPF stand now? Almost where it was earlier? Of course, no one can question about the GRP , because it works independently with out taking a word from the Indian Railways, but only under the control and command of the State Governments;
Of the CPOs/ CPMFs, the only Force, that is the RPF is vested with the powers of arrest, seizure, search, investigation, filing of charge sheet/complaint in the Courts of Law for certain offences falling within the meaning of Railway Property, and in other offences categorized under the Railways Act, etc…;
While all the other Forces working pattern are confined to the powers vested under the Criminal Procedure Code, like that of a citizen of India does, that is to say, the Forces like, BSF,or the CISF have to hand over the case to the Local/Area jurisdiction Police for further Legal action.
But, again, unlike the Police investigation, the RPF investigating officers are empowered to take up investigation under ‘judicial proceedings’ and that the statements recorded during investigation of a case including that of the accused persons and that of the witnesses are also admissible in the Courts of Law.
In what way or under what circumstance the RPF is inferior to the other CPOs/ CPMFs, or to that matter any Police working in the States in India , etc.
They have already adjudicated as to be the best equipped and trained in the investigation process, Court’s dealings even up to the level of the Apex Court;
Why then the Government is still hesitating to expand the powers under the IPC (Indian Penal Code) and other Laws, duly making it as a full-pledged single Police Force for the Indian Railways.
Several of the RPF personnel from Group ’A’ Cadre, including Group ’C’ Cadre level are being inducted into other difficult jobs, like deputation to the CBI, Foreign Assigned Duties, etc.
Evolution : Let the Government of India, even by making some type of amendments, etc, in the Constitution of India, or adapt some specific Law appertain and confining is application only to the Indian Railways system, HONOUR the views and imaginations of the Former President of India and evaluate to make a single Police Force for the safety and security of the rail-passengers and their belongings over the Indian Railways. Make out some action plan to abolish the dual power system by merging both the RPF and the GRP as one and a single uniformed police Force.
After all, it is not aimed at some person, or group(s) of vested interests; it is aimed for the citizen’s of India and for the passengers, tourists, foreigners, who are traveling throughout the country over the Indian Railways, which is having a well established system.
Let them feel free to travel with a hope and aspiration that their lives and the property are safe and secure in the hands of the Indian Railways Police Force.
If the KING thinks to implement a matter, who/which can stop Him; it is not the proverb;
· it is as much true, except that who shall come forward to propose,
· expose the differences and difficulties of the two Forces, that is the RPF, run by the Central Government/the Ministry of Railways and NOT the Ministry of Home Affairs, and the other Force, the GRP , -Government Railway Police run by different State Governments, that too under different heads of IGs / DIGs of different states in India, and in some places, there stands no GRP but the L&O and Crime is managed and controlled by the concerned State’s District Police Forces itself and through District wise/Circle wise and so on.
· With their fixed and pre fixed limitations on various aspects.
· Try to abolish the differential treatment and functioning aspects by making a single Uniformed Police Force of Railways.
· As it stands now, the RPF found to be a separate entity by itself and not coming under the preview and/or purview of the CPOs working the command and control of the Ministry of Home Affairs.
· In every matter of this nature YOU shall lead from FRONTLINE and not on/over the frontline without engulfing with some bindings and parameters to act, and initiative. Come out with open mind through FrontPage, ventilate inside stories of thoughts...
· Let the public, the citizens and the passengers be made known about the passenger amenities, the consumer protection rights and privileges.Once a passenger purchases a ticket, he shall have to deemed to be insured in all respects...make out some more provisions on this matters...
· Let YOU and the Editorial Board come forward, analyze to expose the PUBLIC VIEWS and thoughts; let you be the first person to enlarge and safeguard the interests of the passenger’s safety and security making as subject matter of interest by standing in the Forefront through Frontline of exposure to States; to the Central Government and to the public that no person like to die of his own and does not expect to travel to get some lakhs of rupees as compensation or some type of offer of compassionate appointment to their kit and kin, in lieu of their life, etc, etc,.
· Let there may be some full stop for this type of activities; If this trend continues and not abated, a day shall come in future, in the present generation or in the future generation, that the activists take advantage of the weak minded persons,
· the undesired and vexed minds try and they shall be injected with their formulations and ideals, and on one or other way, on one day or other, they may be successful in buying them at any cost, to play for them, like that of IPL matches now being played for a selective organization, while the others work as extra payers, off the ground.
· This may ultimately spread like that of contagious dioceses like un-incurable cancer of final stage, without any remedy; herein future, they may work with their body’s for the sake of money and dare to do any action like that of suicide squads of other countries.
YOU are all the persons who can best visualize every thing and act better than the ordinary citizens; what shall I write more on this matter? YOU are the Best Judges of the Future, FRONTLINE RUNNERS OF THE COUNTRY.
